•     From January 1, 2015 foreigners are required to pass an exam (Russian language, history and legislation) in order to be granted a work permit. HQS (Highly Qualified Specialists) are exempted.

•     Representative Offices are now allowed to apply for HQS work permits.
•     From January 1, 2015, Representative Offices and Branch Offices must be registered with a new body under the tax service of the Russian Federation. All existing RO's and BO's must re-register there. The State Registration Chamber and the Chamber of Commerce and Industry of the RF will no longer have this authority.
•     From January 1, 2016, outstaffing will be prohibited. There is a limited number of exceptions for special HR companies that have the appropriate accreditation.
